​Sanitation District

The Mercer County Sanitation District was created by the Mercer County Fiscal Court in 2005 to provide reliable wastewater service to Mercer County residents located outside of the City of Harrodsburg Planning Area.  Many areas throughout the county have problems with on-site disposal failures caused by shallow depths of rock, poorly draining soils and small lot sizes.  Improper disposal of wastewater can have adverse effects on public health and contaminates the groundwater and surface waters of Mercer County.  The District was tasked with identifying areas most in need of wastewater service and evaluating the feasible options to provide reliable wastewater service at the lowest possible cost to the residents of the affected areas.  In November 2006, Strand Associates, working on behalf of the District, completed the Regional Wastewater Facilities Plan, highlighting all areas of the county in need of wastewater service.  The plan prioritized the projects, with probable cost estimates, laying the groundwork for the 20-year plan implemented by the District. 

In 2009, the District entered into a Management Agreement with the Lake Village Water Association to operate and maintain all aspects of the sanitary sewer system owned by the District.  The two utilities have completely separate operations, including the Board of Directors, banking and finances, real property, and regulatory permits.  Basically, the Lake Village Water Association staff work for the District, performing all services defined in the approved Management Agreement.

Also, in 2009, the District began providing wastewater service to approximately 200 residents and businesses located in the Bright Leaf area of the county.  Funding is secured to provide wastewater service to an additional 600 residents by late 2016, or early 2017.  The District’s efforts are ongoing and ultimately include wastewater service for approximately 2,500 properties located within the Mercer County service area.

​Upcoming Projects

Gwinn Island Road
The proposed project will serve residences along Gwinn Island Road in Boyle County and also the Gwinn Island Resort and Marina. The anticipated solution is to construct a grinder pump/low-pressure sewer system and deliver flow from this project to the City of Danville’s wastewater system for treatment.

The project is in the development phase. A preliminary engineering report will be prepared in order to define project scope and develop a preliminary cost estimate. Once completed, the report will be used to seek funding for design and construction from various state and federal agencies.

1599 Kennedy Bridge Road
The proposed project will serve a mobile home park located at 1599 Kennedy Bridge Road, where sewage outbreaks have occurred frequently for many years, causing a public health hazard and contributing to the pollution of Lake Herrington. Several adjacent apartments and approximately one dozen homes on Maple Hill Drive will also be served. The anticipated solution is to construct a grinder pump/low-pressure sewer system and deliver flow from this project to an existing extended aeration wastewater treatment plant located near Chimney Rock Marina.

The project is in the development phase. A preliminary engineering report will be prepared in order to define the project scope and develop a preliminary cost estimate. Once completed, the report will be used to seek funding for design and construction from various state and federal agencies.
